The very idea of law codex or rule of law is inherently abstract. Primitive minds cannot fathom the abstract nor participate in abstract thinking. Time itself is an abstract thought. But when your today is tomorrow as was yesterday, you don't need the concept of time. The rains or seasons are your markers. So no need for astronomy nor clocks. There is only the omnipresent now and it's immediate needs.
