They have a longer tradition than the internet. I assume it is a continuation of Operation Paperclip, when they gave Gehlen operatives new identities. Later they switched to Asians (put them into universities in the US), and then to terrorists from all over the world (starting with the Yugoslavian war).

True, but the Internet army is doing the vast majority of this type of work. Espionage is almost fully automated.
