A neural interface is just that, a tool, just like a computer. Some people are going to use the tool to increase their cognitive capabilities, and some people are only going to use it to watch porn, the kardashians and CNN and that's it, and they'll remain just as dumb as they ever were
I really don't think "the solution to our problems" is tech. Our technical evolution has skyrocketed, and look where we're at, look at the dumbs around you...
