Except to the head.

Because of precision (arms and hands are naturally more accurate than "bottom arms and hands" AKA legs and feet), and also... Force transfer/gravity... From bottom to legs/body/head (legs) from top to head/body (fists)...

Of course there are always exceptions... https://youtu.be/ryb8LZHA9_s?t=93s And exceptions never invalidate the general rule...

Also proximity... Arms are usually closer to the head than feet when it comes to stand up... That's a third "plus" for fists.

Now, if it has to get to the bottom in terms of percussion, pounds for pounds... In a typical case of lead leg VS lead fist... Lead fist wins (given that you're an expert with lead fist)

Yeah I know, lead fist seems losing... But then spam comes into play and kick guy... Is on one leg... And if punch guy REALLY knows his game... https://www.youtube.com/watch?v=xFRDFHZ8AaM

Lead leg switch is key, and not just for kicks...
