As a gneneral rule, when it comes to precussion, legs (tibias, knees, feet), are generally more powerful if not much more powerful than arms (forearms, elbows, hands)...

Also proximity... Arms are usually closer to the head than feet when it comes to stand up... That's a third "plus" for fists.

Now, if it has to get to the bottom in terms of percussion, pounds for pounds... In a typical case of lead leg VS lead fist... Lead fist wins (given that you're an expert with lead fist)
