Important line. Hospitals are businesses at the end of the day. They aren't there, running while overstaffed. They keep a slight cushion of overstaff and then have quite a bit of on call staff (who still make money, just reduced rates).
Take away: 80-90% capacity DOES NOT mean full of patients. It means 80-90% of the staff has a patient they and their team are assigned to. The hospital could still be relatively empty. As is often the case.
