I think he is trying, in good faith, to get the Vote democracy system he is designing to let the users have more control over the content and users/mods. Maybe it will work, we'll see. But I don't see how that addresses the system operations of Voat on a day to day basis. That will require delegation of not only the responsibilities, but also the credit. I give credit to Putt for his philosophical efforts and the time he has given to get the site to this point but I think the project has grown to a critical junction. He created an alternative to Eddit when there wasn't one and deserves a lot of thanks for that. Also, Poal probably wouldn't have been created without the stimulus created by his problems. Poal will have its own tests and problems in the future as there are no perfect solutions. I think it's best to have multiple sites that allow "as free as possible" speech and will appreciate that instead of looking only at faults.
Notice how the one voice of sanity is down voted for voicing a well stated opinion that's lost Voat so many users over the last months. And like you said, followed by Putt simply tossing out meaningless words he's spouted for as long as I can remember now. I get it, he's burned out. But that doesn't address why he refuses to allow good, trustworthy users who have volunteered to help to do so. That whole deal makes no sense whatsoever.
I don't even care about the downvoats. I expected them for trying to question Lord Putty. Like I said before, I'd sell the Stinky account if there were still buyers

"I'm working on it" is always his fallback. I tried to get him to admit that he needs help, and he still refuses. It's as funny as watching the kid in kindergarten who steals the dodgeball, then can't understand why everyone went to the swings and won't play with him anymore
