It appears that, on voat, this user there posted things that were in accordance with voat's TOS but that you did not like. And then you harassed the user until the user left voat (or the user simply ran out of things to post or left voat due to nothing related to you).

Poal rules? Not even the owner knows all the rules. Is loli allowed? I dunno, don't really care; I would not visit a sub like that but others might like to. I don't think cartoons are CP...but the owners can make up rules more narrow.
