I think Piracy and Copyright Infringement should be forbidden. These have nothing to do with freedom of speech and will save us a lot of time to focus on spam and quality content.

You do realize that policy would mean almost no music and no linking to archive sites or images that are made of news articles, right? In the US, pretty much everything is copyrighted on inception, since 1978(ish). Screenshots of news articles violate it. Archive sites violate it - with the exception of one that's sanctioned by the Library of Congress, and that's the archive.org site.
You should be okay as you're not hosting anything, but if you do enforce the policy you may lose your safe harbor protection and you may become liable.
The choice is for you to make.
