Can't you just set up DNS filtering on phones with some kind of parental control app? Don't see why you need a law for that.
But then again, I did just post about how children have easier access to porn than Dr. Seuss books. Maybe giving parents the option to keep or unblock filtering is a way.
Parents dont 'know how the hell to filter content if they aren't IT savvy. and
The porn industry doesn't have any controls in place to prevent children from accessing the content. "Yes, I am 18" does not stop children from accessing it and becoming addicted for the rest of their lives.
