Problem is that these folks did not return home; they set up home, multiplied by 5-10 within one(!) generation, were granted family unification, multiplying this way and adding to the latter times 3-6..
I'd estimate Germanys fast decline became notably in the late 1990's to early 2000's.. so.. 20 years ago?!
