Much less than half that; Germany rose from its ruined state after WW2 in just about a decade, to become a european superpower and already in the late 1960's was one of the strongest and most stable economies in the world..
The beginning of the end was initiated by the import of the socalled "guest-workers", mainly from turkey, imported in the early 1970's.
Problem is that these folks did not return home; they set up home, multiplied by 5-10 within one(!) generation, were granted family unification, multiplying this way and adding to the latter times 3-6..
I'd estimate Germanys fast decline became notably in the late 1990's to early 2000's.. so.. 20 years ago?!
Germany has been occupied since 1945. They never had a chance.
I don't believe that they were occupied per se, but were certainly "obligated" in several ways, both officially and obviously more covert..
The latter is evident in the heavy armaments dealings (ahem; dealings meaning "something for absolutely nothing") with israel by German heavy weapon manufacturers in the 1960's.. it's not something that is exactly hidden from view, but not particularily well exposed either..
