I don't believe that they were occupied per se, but were certainly "obligated" in several ways, both officially and obviously more covert..
The latter is evident in the heavy armaments dealings (ahem; dealings meaning "something for absolutely nothing") with israel by German heavy weapon manufacturers in the 1960's.. it's not something that is exactly hidden from view, but not particularily well exposed either..
Germany gradually weakened as israel grew stronger..
