one part of the article seems to say that "declaring a state of emergency could help" but then of course doesn't say how that would help at all. Declaring something doesn't move anything anywhere, unless of course the cause of the problem was some kind of regulation that can now be ignored, which would then mean that the entire problem wasn't a labor shortage or any kind of physical issue to begin with but a legislative BS one.
