Rittenhouse didn't surrender, He sought out the police for his own protection from the mob and turned himself in to them. The police were down the street and left him to fend for himself. The whole videotaped incident shows Rittenhouse retreating. The mob was intentionally trying to attack him. One of them also pretended to be a medic and then pulled a gun.
