OnStar launched Ignition block, a remote kill switch that can disable the vehicle’s ignition by working in concert with the system’s built-in GPS
The GPS is just to give the car's location/speed/direction to police, the shutdown system runs off the mobile network.
A system could in theory pull the location by triangulating the cell tower handoffs, the GPS is just more acurate
