Laws don't protect you from infiltration and subversion.

But they do, generally, erect barriers that make it more difficult than it otherwise would be.

Seeing the failure of the concept of laws in general, I don't know if they're a net negative at this point, simply because it seems in the long run all the idea of 'law' does is give short-term gains, but lull each nation that tries it into complacency.
