In that case, whoever hands over the loaded weapon is criminally liable.

I don’t know why that’s not the case here. While pointing the gun and pulling the trigger during an off camera discussion was a stupid thing for Baldwin to do, it used to be a safe assumption that a gun on a movie set was not loaded with live ammunition unless you were explicitly told so. The people responsible for firearms safety are liable here.

The "right" thing to do if no specific person can be pinned at fault, then the whole group involved with "safety" and the shooter need to go to jail. It's either blamable on an individual, or the collective.
