I can see valid reasons for having real ammunition on set. They probably film scenes were trained marksmen actually shoot targets that the characters are supposedly shooting. I read a report on Brandon Lee’s death that said the revolver he was shot with needed real bullets in it for a close up where you could clearly see the bullets. The idiot in charge should have immediately replace them after that was filmed.
