In WW2 the Japanese were working on biological weapons that were delivered via balloon. In fact they bombed the usa with a firebomb one. https://www.history.com/news/attack-of-japans-killer-wwii-balloons-70-years-ago

No. 'spy satellites ' are actually tethered to balloons of various sizes and dimensions, that orbit in the global slip streams and can remain aloft for, around 6 weeks at a constant altitude collecting data/ telemetry/ images etc - and are then retrieved by Military Aircraft using tether hooks via the Department of defense Operation HELO (High altitude low earth orbit). Imo, It's why there are zero actual images of any satellite in space, only composites, artist recreations, animations and cgi.
