It's not a feature. The bullet points before a numbered list are a bug that breaks the feature (numbered lists that always start at one regardless of the input).
Such bugs should be eliminated so that the features are not needlessly disrupted.

But the unintended consequence of the way it was coded is that it overrides an important feature (numbered lists that start at one even if the user inputs another number). That, sir, makes bullet points + numbered list a bug.
