What was the culprit?
Apparently Samsungs internet browser. It had been bugging me for months to read their legal update, and I just ignored it. I went into the settings and where I needed to go there was only an option that said "stop using Samsung internet browser". So I closed it and installed Brave.
Fishy behavior though. I've never seen a browser asking to open a 3rd party app to validate a form.
