My theory is that there is few rearrangement of these panels that isn't funny. 1234: normal funny 2143: what you described 1243: very similar ending to 1234 but actually saves the punchline for the end. (Arguably better) 2134: just Biden being regularly goofy and innocently discovering the tranny (least funny)
