It's done on purpose. If your Xbox is shadow banned, if Steam doesn't like your IP or browser, if your IP range is "fishy" to microsoft mail, instead of telling you (which would alert you to change computer/tab/IP/browser), they give you as little information as possible. Oops! An issue occured!
