Almost sounds like if you're in an appartment that a neighbor or even the landlord are syphoning off power from you. I'd not be shocked if your neighbor is hooked up to your electric and the landlord told them the electricity was included in their rent because your paying for it. Hell might be profitable to have the electric company if your in an apartment come in and look around at the fusebox and make sure another apartments not hooked into your meter and in a house make sure that the neighbors didn't run their own line while you were away having it run out a basement window then just below the lawn into their home next door. I've read about this happening so much over the past 2 decades it's not even surprising anymore except how someone can live with themselves while doing this to someone else.
