Says to me their middle management is moribund and overpaid, and probably very tribal. Their mid-level departments are either too numerous, poorly supervised, or poorly integrated, so you get these self-defeating efforts, killing products before they have time to mature. If I ran corporate espionage, this is where I would hurt microsoft, because product is directly downstream of this segment.
