This was the norm and began broad adoption. The government then created a ton of government housing for blacks and Mexicans and all the roofing was white. White roofs became associated with government housing and harmful destructive residents. It damaged property values. Now many places won't allow white roofing. Yet white roofing is effective and if they really wanted to lower energy costs (muh global warming) some shade of white roofing would have been mandated decades ago.
