The Japanese didn't have ninjas because their code of honour made it unacceptable.

But they did hire them to take out threats they couldn't kill in open battle.

The appearance of honour was maintained without the risk.

When I was in Japan, I was walking down the street. One part of the street always smelled bad because it was the place where all businesses dumped their trash in a shared dumpster. So, after a hot day it just reeked.

Anyway, I was in that area, and for a second it didn't stink. A ninja had run by unseen, but his anti-odor magic must have been an area effect spell, because it turned off the dumpster's odor. I never saw him, but I didn't smell him either, and that's what tipped him off.

It makes sense. Many of the prominent tropes from movies and games seem to indicate that Japanese ninjas sucked at what they're supposed to be doing, the fuckers all dress in the same conspicuous and recognizable clothes, they all would get into all of these open conflicts where they're out numbered twenty to one, or they end up getting the jump on someone while at a significant numerical advantage but then they get their asses handed to them by an old guy with a cane.

So yeah, everybody had them and has them as a special force. Except the jews, whose entire army is underhanded.
