Yes. Civil flag does not mean "peace flag". It means an institution is controlled by civilians and not the military. Thus the designs highlighted throughout the first article you linked. The only mention of the "peace flag" is mentioned at the beginning with some obscure quote from 2015 about the state of Michigan recognizing it as the peace flag.
