I got stuck in the middle of a circle jerk between USDA and USACE during a short shutdown years back (was a consultant on a USACE project). Finally had to tell them both my hands were tied and they needed to figure out and resolve the matter themselves, because I didn't scope and wasn't getting paid to mediate their pissing match - all in much more polite terms of course. It was one of the more stupid exchanges I witnessed in my consulting career...
