It only means two things - gov employees do not get paid: and two, traffic will be way better in some parts of US cities.
Unfortunately it does tangentially mean that some work that requires a gov decision (or guidance) cannot be completed, or is not actionable, during this time. That said, work typically stagnates anyways due to gov inability to provide guidance.

I got stuck in the middle of a circle jerk between USDA and USACE during a short shutdown years back (was a consultant on a USACE project). Finally had to tell them both my hands were tied and they needed to figure out and resolve the matter themselves, because I didn't scope and wasn't getting paid to mediate their pissing match - all in much more polite terms of course.
It was one of the more stupid exchanges I witnessed in my consulting career...
