Tesla insures their own vehicles. I don't have one but there is literally a button in the app to "get insurance". This is because a bunch of insurance companies already dropped a bunch of people for insurance for their teslas years ago. The attacks are because these people don't have a single unique thought in their head and are doing as the cult instructs them to. The NPC's programming has been updated and the target is now "attack tesla".
