When I escaped North Mexico and came to Ohio I was amazed there were no vehicle inspections and all I had to do was surrender the title and get an Ohio one issued. I walked out with a new title and plates in less than 30 mins. They way they keep people fixing their cars here is "equipment violations" on traffic stops. Cops can do inspections on the side of the road but usually you get a ticket for a broken tail light and all you have to do is pay the fine or get it fixed and go to court and tell them you fixed it and the judge dismisses it. Eight months out of the year its Cold AF with Canadian arctic winds pushing Ohio pollution south.
