That's going to make it more unsafe. Who hasn't had to speed up to avoid someone's crappy driving? If there's a drunk swaying in their lane and going slower than traffic, I'll speed up strategically when they sway further away so I can pass safely in my lane and be further ahead of them. Or what if you need to change lanes and can't unless you speed up ahead of another car? We're not in go-carts where we pay to do laps for 10 minutes and then everyone's car is made to slow down to a set speed to end the ride.
