The article said they drug them with benzos before they do it. So if they didn't take the benzos they'd possibly panic and change their minds, right? Or be scared while going through with it. But more likely many would stop the suicide when they panic. Drugging them with benzos is taking away their ability to consent. What they're doing is illegal if Canada has consent laws anything like the US.
