They can create a new mRNA vaccine in days (viral vector needs a few days more), and while they need the consent of the FDA, the FDA doesn't insist on randomized controlled trials for efficacy anymore - retrospective "real-world effectiveness studies" would be sufficient.
They could create, test, approve, and roll out an anti-delta booster in 100 days. They don't do it because stopping delta would end the "pandemic". If it is true that vaccinated people always react with the same set of antibodies (even if they get really sick and should get natural immunity) - an effect called "original sin" - then they can get reinfected and the delta variant will become a seasonal virus. Endless medical emergency and monthly booster shots.
