Yeah if you want to get talmudic about it sure. There were people actually being aggressive and attacking the cops. They were pushing deeper into the capital while yelling about overthrowing the government. It was only a relatively small group of people who got suckered in by the feds for sure, but shooting her definitely stopped that whole group in their tracks. And if she wasn't intending on fighting herself, and she just thought the whole thing was fun, well she fucked around, she found out.
