I think I want to know what legally qualifies as a state of emergency. I doubt issuance of unconstitutional and unlawful orders qualify.

At this late in the game, with a completely corrupt system that is crumbling around the oblivious sheep - anything can be a "State of Emergency", if for no other reason than the sheep will never hold the tyrants accountable anyway (demonstrated by Covid lockdowns, masks, vaccines, etc).
