Not exactly. The Qualified Immunity only applies to things they do that are part of their job, and it only covers individuals, not the offices or bureaus they are part of. So if a cop violates your civil rights you can sue the department for not training them properly. In this case, Joe Brandon defamed a kid while bloviating on a social media site, so it's the equivalent of penning an OpEd letter to a newspaper. So not part of his official duties. The kid can sue the White House for allowing their official Presidential twitter account to be used off-label for this purpose.
