I'm general, I agree with you but in this instance I can say with a high degree of confidence that these San Francisco residents vote overwhelmingly left. The county government website gives numbers of votes but I didn't check it against the rolls. It's unlikely they'd have to stuff many ballots to get to the 78 and change percentage passage of the tax bill.
