TLDR; He won't tip if he orders standing up (fast casual, fast food, etc). To a degree it makes sense. I typically only tip somewhere like that if its a holiday and they are super busy since working days like that kind of suck.

Well, if the workers don't make enough then the restaurant should charge a small amount more and pay the workers better.

The lower wage option for restaurant servers does not override the minimum wage. If a server making $2.50/hr doesn't bring in enough tips to meet minimum wage rates, the restaurant owner must still pay them minimum wage rates. They are required to comply with the minimum wage laws, but servers who don't make enough in tips will often get fired since the restauranteur doesn't want to pay them the difference to make it to the minimum. This proves that if they could pay you less, all the way to $0.00, they absolutely would. I have no sympathy for restauranteurs who fail and close up shop if they ever expected their customers to subsidize their low-wage labor.

I 100% agree. I have bussed/waited tables before and if a restaurant can't stay open because they have to pay minimum wage then it shouldn't be open in the first place.
