Yep. Used to live in El Paso. About 20 minutes outside the city, the border was a 4 ft high barbwire fence in disrepair.

There was a video many years ago on YouTube of some guy showing the border with no fence at all, and a Mexican business not 25 feet from it. The guy walked across and spoke to Mexicans nearby whom walked across with him. It was all so fucking ridiculous then.
YouTube did their best to delete the video every time it got uploaded.
