I doubt it, this is more fear porn. It's not uncommon for soldiers with live ammo to not have mags in. This isn't Afghanistan, they're doing security work. The chances of an accidental discharge are too high so they won't load up unless there's a real dangerous situation.

Wouldn't it make more sense to have mags in and leave the chamber empty?

I actually asked a veteran about that. Apparently it’s thought of as “escalation of force”. The physical act of loading a mag is your first visual warning. Chambering a round is the second visual warning. There is no third warning

Sounds legit I'd take that as a warning something about the sound of a cartridge racking into a chamber that just says back the fuck up.
