Wouldn't it make more sense to have mags in and leave the chamber empty?

I actually asked a veteran about that. Apparently it’s thought of as “escalation of force”. The physical act of loading a mag is your first visual warning. Chambering a round is the second visual warning. There is no third warning

"Hol up I need to chamber this mag to warn you."

Gets shot

From what I understand these types of policies come about as a response to an incident, like Kent State.

Sounds legit I'd take that as a warning something about the sound of a cartridge racking into a chamber that just says back the fuck up.
