The real question is why are local and state law enforcement apparently unable to do anything about the flooding illegals?

From what I've seen they are overwhelmed and ill-equipped to process so many illegals through the system.
Process? Why not use brute force and physical restrict illegals in known, high traffic entry points (for example at that Rio overpass area)?

Because that would make sense, and likely work very well. For doing so, local law enforcement would be pilloried in the media and I'm sure it's not worth it to most of them.
