I thought that is a state's rights issue. Fed aren't supposed to tell the states what to do in voting. If they win every state that requires ID at all will be in peril.

Correct! However thats for FEDERAL ELECTIONS. AZ new law is for state elections.

State law already requires Arizona residents who want to register to vote in state elections to provide proof of citizenship. But this legislation, passed by the GOP-controlled state legislature, extends those requirements to residents who are only voting in federal elections.

"by Law" to me would mean they'd have to pass a law making it illegal for states to require citizenship, no? Also as far as I'm aware there is at least one place where it's made pretty clear that only citizens are allowed to vote, but maybe I'm thinking of a state constitution.

Yes, that would suggest Congress has to draft a bill, pass it, and get the President to sign it or override his veto.
