He won't do time anywhere. The felony will be reduced to a misdemeanor. He will get a slap on the wrist and made to do volunteer work at the local tranny helpline for 40 hours.
For any normal person, a theft conviction (whether felony or misdemeanour) would get your top secret security clearance revoked. But, nothing will happen because the system is corrupted to the core.
