Better bring an army to take those mountain tops from the cartel spotters who have had control over them for nearly two decades. Over those decades they have become well stocked and fortified with food, satellite communications, men and weapons. IIRC, there were some 200 known locations from which cartel human and drug smuggling operations could be directed undetected to LEOs at that time.
