To the best of my understanding this is a pilot scheme in South Australia meant to allow returned travelers the choice (for now) of quarantining at home rather than quarantining in a 'facility' under constant security as is the case now. So not as bad as it sounds, except for slippery slope, boiling frog scenario etc. In future they might make it their de-facto system for 'supervised' quarantine cases rather than doing hotel quarantine, it's cheaper than ankle bracelets.

Wording is problematic, because from my understanding they have not voted yes on having domestic passports, they have just voted no on a bill to ban them outright.
