Well, it sounds like the entire population is being tortured by not daring to take a nap for longer than 15 minutes at a time. Instead it's being served up as a "lesser of 2 evils" to people already being subjected to state detention. That's what I meant by "not as bad as it sounds," not diminishing where this leads to, but many sheep on Reddit probably don't see that far ahead.
