You have it backwards.
The HR stuff is a result of women in the workplace complaining all the time. So HR had to be beefed up. HR is attractive to the same type of women who complain in the workplace.
The problem arises from the employees. The employees who are the greatest liability for civil suits are women and LGBTQlmnop+ people.
Here is the death spiral:
More women in the workplace led to more gossiping, complaining and hurt feelings. More hurt feelings led to demands for more sensitivity. More demand for sensitivity led to women taking over HR departments. More women in HR led to more concern about hurt feelings being more important than productivity.
